This article appeared today on the website of ANS, Azerbaijan’s first privately owned media corporation.  I found the quotations of Tahir Rzayev very difficult to translate.  I would be very grateful for suggestions.  All of the parts I am unsure about are highlighted in blue.  I also believe that I found typos in the orginal Azerbaijani text.  These are highlighted in blue as well.

Son illər paytaxt Bakı və şəhərətafı ərazilərdə kifayət qədər icazəsiz inşa edilən tikililərlə bağlı narazılıq olunurdu. Sözügedən tikililərin böyük əksəriyyəti yaşayış evləridir. Həmin evlərin sahibləri qeyri-qanuni inşa etdikləri evləri sənədləşdirmək məsələsində çətinliklərlə üzləşir və bir çox hallarda ona müvəffəq ola bilmirdilər.

Over the last years there has been much discontent over the undocumented construction of buildings in the environs of the capital Baku and its suburbs.  The great majority of the aforementioned buildings are residential homes.  The owners of these homes are confronted with difficulties in matters of documenting illegally built homes and in many cases they have not succeeded.

Uzun müddət həll olunmayan problem, artıq həll oluna bilər. Sənədsiz evlərin sənədləşdirilməsi ilə bağlı Milli Məclis tərəfindən mexanizm hazırlanıb. Milli Məclisin Regional məsələlər komitəsinin üzvü Tahir Rzayev Milli.Az-a açıqlamasında bildirdi ki, hazırlanan qanun layihəsinə təkliflər verilməsi üçün yerli icra hakimiyyətləri və bələdiyyələrə göndərilib.

This irresolvable problem which has existed for a long time can now be solved.  A mechanism has been prepared by the National Assembly for the documentation of undocumented homes.  Tahir Rzayev, a member of the National Assembly’s regional affairs committee, in an explanation to Milli.az announced that a draft of the law being prepared has been sent to local executive authorities and municipalities for them to give suggestions.

Onun sözlərinə görə, qanunsuz evlərlə bağlı tədbir görülməli idi, çünki qanunsuz evlərlə bağlı bir neçə dəfə məsələ qaldırılmışdı: “Mili Məclisə müraciət olmuşdu ki, evlər uzun müddətdi tikilib, amma sakinlər bunu qeydiyyatdan keçirə bilmirlər. Məlumdur ki, həmin evlərin böyük hissəsi qanunsuz tikilib, amma göydən düşməyib. Onların bir qisminə icra hakimiyyəti və bələdiyyələrdən, bir qisminə müəyyən şirkətlərədən icazə verilib. Elə evlər var ki, 20-30 il əvvəl tikilib. Ona görə də məsələ qalxdı ki, sənədsiz evlər qeydiyyata alınsın, kimin hansı qurumdan sənədləri var, toplansın. Bundan sonra həmin evlərdən hansının sökülməsi daha vacibdirsə, ona kompensasiya verməklə, həyata keçirilsin. Sənədlər hazırda toplanır, bunun nəticəsi olacaq.

According to him, measures had to be taken with illegal houses because the question of illegal houses had been raised several times: “It was appealed to the National Assembly that the houses have been built for a long time but the residents could not get them through registration.  It is clear that a large portion of the houses were built illegally but they didn’t fall out of the sky.  One segment of them was given permission by the executive authority and the municipalities, another segment was given permission by certain companies.  There are houses like this that were built 20 or 30 years ago.  Because of that the problem arose that in order for undocumented houses to get registered they had to collect documents – but whose and from which agency.  After this by giving compensation they should implement the tearing down of whichever of these houses was more important.  Currently the documents are being collected and this will be the result.

Hamı qanuna tabedir, indiki zamanda daşı daş üstünə qanunsuz qoymaq olmaz. Ev tikilən zaman, onu tikməyə icazə veriblər, sonra özlərini sığortalamaqdan ötrü deyirlər ki, qanunsuz tikilib. Bunu tikən zaman, inzibati orqanlar, hüquq-mühafizə orqanları var, orada tikməyə icazə verməyəydin".

Everyone is complying with the law, at the present time illegally putting stone on top of stone is not allowed.  At the time of building they say that they were given permission to build and afterwards in order to assure themselves they say that it was built illegally.  At the time of building, the administrative organs which have rights protection organs would not have been given permission to build there.

Millət vəkilinin fikrincə, yeni hazırlanan mexanizm qəbul olunarsa, əlində mülkiyyəti ilə bağlı sənədi olan hər bir şəxsin evi sənədləşdirilə bilər: “Kimsə, 2 sot torpaq alıb ev tikir. O, bununla nə cinayət edir ki? Amma müəyyən yerlər var ki, orada ev tikmək olmaz. Həmin tikililər sökülməlidir. Amma bir şəxs azad zonalarda torpaq alıb ev tikibsə, ona icazə vermək lazımdır ki, evini sənədləşdirsin. Artıq bir neçə bələdiyyə ilə əlaqə saxlamışam, ən adi sənədlər də toplanır” - Tahir Rzayev deyib.

In the opinion of the national councilor, if the new mechanism which is being prepared is passed, every individual who has documents in hand connected with their property will be able to document them: “Someone buys two sots of land and builds a house.  What crime has he committed by doing this?  But there are certain places where building houses is forbidden.  These buildings must be torn down.  But if an individual has bought land in free zones and has built a house it’s necessary to give him permission so that he can document his house.  I’ve already ordered several municipalities to collect the most simple documents” – Tahir Rzayev said.
