Translation of Article from Azadlıq.org


I translated this article last month on the lack of food inspection in the markets of the cities near Azerbaijan’s southern border with Iran.  It was originally posted on June 6, 2011 on azadliq.org.  I have highlighted portions of the original text and the translation that I’m unsure of.  I would appreciate any suggestions to improve this translation.

Lənkəran rayon mərkəzi bazarın önündə İlhamə adlı qadınla rastlaşdıq. Əlində tutduğu torbanı göstərib dedi ki, bazarlıq edib. Pomidor, xiyar, lobya alıb:
We met with a woman named Ilhama in front of the Lenkoran region central market.  She showed us the bag she was holding in her hand and said that she had done her shopping.  She had bought tomatoes, cucumbers, and beans:

«Bunlar ucuz olduğu üçün almışam. Hamısı yerli məhsullardır. Keyfiyyəti pis deyil».
“I bought them because they were cheap.  All of it is local produce.  The quality isn’t bad.”

İlhamə Avropada yayılan bağırsaq infeksiyasından xəbəri olmadığını söylədi.
Ilhama said that she was not aware of the intestinal sickness spreading through Europe

Söhbət etdiyimiz adamlardan yalnız bir nəfərin bu xəstəlikdən xəbərdar olduğunu dedi. Bazara gələnlər ən çox kənd təsərrüfatı məhsulları alırlar. Xiyarın 3 kilosu 1 manata, pomidorun 3 kilosu 2 manata satılır. Lobyanın kilosu 70 qəpik, badımcanın bir kilosu isə 1 manat 20 qəpiyədir. Bazarda Türkiyədən və İrandan gətirilən badımcan da satırlar. Yerli badımcan bir qədər bahadır.
Of the people we talked with only one person said that they were warned of this sickness.  The majority of the people coming to the market buy agricultural produce.  3 kilograms of cucumbers sell for 1 manat and 3 kilograms of tomatoes sell for 2 manats.  A kilo of beans is 70 qepik, while a kilo of eggplant is 1 manat 20 qepik.  They also sell eggplant brought from Turkey and Iran in the market.  Local eggplant is a little more expensive.

No one inspects the quality of the produce

Kənd təsərrüfatı məhsullarının satışı ilə əsasən qadınlar məşğuldur. Bazarda gilas, çiyələk və digər yerli məhsullar da az deyil. İrandan, Türkiyədən və digər ölkələrdən gətirilən müxtəlif növ almaları yeşiyə töküb yolun üstündəcə satırlar. Bu məhsulların keyfiyyətinə heç kim nəzarət etmir. Bazarda yalnız baytarlıq xidməti var. Onlar əti yoxlayırlar.
For the most part women are engaged in selling agricultural produce.  In the market there are enough cherries, strawberries and other local produce.  They sell different types of apples brought from Iran, Turkey, and other countries that they put into packages on the road.  No one oversees the quality of this produce.  In the market there is only a veterinary service.  They inspect the meat.

Astara rayonunun mərkəzi bazarı da eyni vəziyyətdədir. Fərq ondadır ki, burada satılan kənd təsərrüfatı məhsullarının çoxu - xiyar, pomidor istisna olmaqla - İrandan gətirilir. Çünki bu məhsullar daxili bazarda ucuzdur. Burda da kənd təsərrüfatı məhsullarına nəzarət yoxdur. Deyirlər ki, yerli kənd təsərrüfatı məhsullarından ehtiyat etməyə dəyməz.
The Astara region’s central market is in the same condition.  The difference is, here most of the agricultural produce being sold – with the exception of cucumbers and tomatoes – are brought from Iran.  Because this produce is cheap in the domestic market.  Here too there is no supervision of the agricultural produce.  They say that there is nothing to fear from local agricultural produce.

“The quarantine carries formal characteristics”

Astara sərhəd keçid məntəqəsinin önündə onlarla satış mərkəzləri var. Bu mərkəzlər İrandan gətirilən mənşəyi məlum olmayan mallar satırlar.
In front of the Astara border crossing point there are selling centers with it.  These centers sell goods from Iran with unkown origins.

İrandan qayıdan, adının çəkilməsini istəməyən bir Astara sakinin dediyinə görə, keçid məntəqəsində olan karantin işçilərinə yalnız xidmət haqqı ödəyib. Onun İrandan gətirdiyi məhsulu yoxlamayıblar.
According to one Astara resident returning from Iran who did not wish to be named, he only paid a service fee to the quarantine workers at the crossing point.  They did not check the produce he brought from Iran.

Keçid məntəqəsinin önündə ticarət obyekti olan Hacı Fayıq Cəfərov da deyir ki, İrandan gətirilən sənədsiz ərzaq məhsulları heç vaxt yoxlanmır. Onun fikrincə də, keçid məntəqəsində olan karantin formal xarakter daşıyır:
A man with trade objects in front of the crossing point, Haji Fayiq Jafarov, says that undocumented food products being brought from Iran are never checked.  In his opinion, the quarantine at the crossing point takes on a formal characteristic:

«Onlar ancaq öz pullarını alırlar. Avropa ölkələrini dolaşan bağırsaq infeksiyasından xəbərim var. Düzdür, İranda bu xəstəlik yoxdur. Astara keçid məntəqəsindən təkcə İrandan məhsullar gətirilmir, Avropa ölkələrindən də yüklər gəlir».
“They only take their own money.  I am aware of the intestinal sickness going around the European countries.  It’s true, in Iran there isn’t this sickness.  But it’s not only produce from Iran that is brought through the Astara crossing point, shipments also come from European countries.”

«NARAHATLIĞA ƏSAS YOXDUR»
“THERE IS NO BASIS FOR WORRY”

Astara rayon Gigiyena və Epidemiologiya Stansiyasının müdiri Füzuli Mirzəyev isə deyir ki, narahatçılığa əsas yoxdur. Onlar gücləndirilmiş iş rejiminə keçiblər:
However, the manager of the Astara region Hygeine and Epidemiology Station, Fuzuli Mirzeyev says that there is no basis for worry.  They have passed a strengthened work regime:

«İrandan gətirilən ərzaq və kənd təsərrüfatı məhsullarından xəbərimiz var. Yerli bazarlara qonşu rayonlardan da kənd təsərrüfatı məhsulları gətirilir. Hələ ki, narahatlığa səbəb ola biləcək faktla rastlaşmamışıq».
“We are aware of food products and produce being brougth from Iran.  Agricultural produce is also brought to local markets from neighboring regions.  We have not yet encountered any facts that cause us to worry.”

Astara Gömrük İdarəsindən suallarımıza cavab verəcəklərini bildirsələr də, sonra bundan imtina etdilər.
Even though the Astara Customs Office informed us that they would answer our questions, they later refused.
