"Deyin ona" translation - "Tell her/him" tərcüməsi

This duet by Röya and Samir was very popular when I lived in Azerbaijan.  The lyrics aren’t exactly stunning but I thought it would be fun to translate some contemporary pop music.  Of course since Azeri has no grammatical gender it allows for a more seamless duet between singers of the opposite sex – something that translates more awkwardly in English.  The video gives one a sense of contemporary Baku, though as I watch this video now I realize how much has changed from just four years ago.  The charming yellow payphones are mostly gone, the fabulous Soviet modernist Hotel Absheron has been demolished, and the bustle of marshrutka vans has been reduced with the importation of buses from China.

"Oh Life, How Strange You Are" tərcüməsi - "Ey Həyat, Sən Nə Qəribəsən?" translation

This song by the aptly named “Qaya Qrupu” (“Rock Group”) was apparently very popular in Azerbaijan in the late 1960s.  Written in 1967 by the poet Cabir Novruz and with music by Oqtay Kazımi, “Ey Həyat, Sən Nə Qəribəsən?” is sort of a mystery to me.  I understand the first verses of the song but I am totally stumped by the last lines.  I am not sure if the fact that the boy and girl are related is the ultimate irony that makes life strange or if this is simply one more example.  It is fairly common for people to marry their cousins in Azerbaijan so I am really not sure.  Perhaps I’ve misunderstood the meaning.  Please clarify this in the comments!  At any rate, this video provides a wonderful glimpse into popular culture in late 1960s Baku. UPDATE: Mystery solved in the comments.  I just made a silly translation error.

"Another Azerbaijani soldier has been wounded on the front line" translation - «Cəbhə xəttində daha bir Azərbaycan əsgəri yaralanıb» tərcüməsi

This brief newsitem was published at Azadliq.org on August 13.  Soldiers are often wounded or killed along the ceasefire line separating the Armenian and Azerbaijani forces mired in the conflict over Nagorno-Karabakh.

As a result of the Armenian armed forces' violating the ceasefire a soldier from the Azerbaijani army has been wounded.  According to a message from the Ministry of Defense the event occurred on August 12.  As a result of the Armenians opening fire in the direction of Azerbaijan’s Göygöl region Kamil Mirzeyev was wounded in the arm.  The soldier’s condition has normalized and there is no danger to his life.  Born in 1992, Kamil Mirzeyev was called up for military service in October of 2010 by the Masalli Military Commission.

Translation of article concerning the rising price of meat - Ətin qiymətinin qalxmasına aid məqalənin tərcüməsi

This article was published on August 4th on the website of Azadlıq, the same opposition newspaper that printed the article on the demolition of Baku’s shipyard.  This article concerns the rising price of beef in Azerbaijan and contains interviews with experts who claim that its cause is the payment of bribes.  Portions that I am uncertain about are highlighted in blue.  I am particularly stumped by how to translate the suffix “-dıqca” in combination with with the phrase “yərinə” as in the context of this article.  Any helpful comments would be greatly appreciated.

Məhz yüksək səviyyədə müdaxilədən sonra inhisarçıların yumurtanın qiymətini qaldırması dayandırılmışdı. Hazırda elə bir iqtisadi əsas görünmədiyi halda, ölkədə ətin qiyməti bahalaşdırılıb. Indi ətin bir kiloqramı bəzi yerlərdə 10 manata satılır. Rəsmi qurumlar bu qiymət artımını süni amillərlə izah edir.
Amma qəzetimizin araşdırması nəticəsində qiymət artımının bir neçə səbəbinin olduğunu ortaya çıxarmışıq. Onlar sırasında öncə mal-qaranın istifadə etdiyi yemin qiymətinin baha olmasını qeyd etmək lazımdır. Digər tərəfdən, Azərbaycanda istifadə olunan mal-qaranın ətlik deyil, universal cins olması ətin qiymətinə təsir edən amillərdəndir.
Amma ətin qiymətinin qalxmasında bürokratik əngələr də az deyil. Hazırda bazarlarda bir ət piştaxtası üçün alınan qeyri-rəsmi ödəniş artırılıb. Halbuki bu istiqamətdə haqq yığımının qarşısının alınması ətin qiymətinin ucuzlaşmasına ciddi təsir edə bilərdi. Bəs  görəsən, rəsmi qurumlar müvafiq tədbirləri niyə reallaşdırmır?
At a conference held a while ago, the leadership of the state, by discussing the subject of the rising price of eggs in the country, prevented the artificial rise in price of this commodity.  Precisely after this intervention at the highest level, the increase in the price of the monopolists’ eggs was stopped.  In the present situation, which does not appear to have an economic cause, the price of meat has been increased in the country.  Now a kilogram of meat is sold for 10 manats (5.75 USD/lb) in some places.  Official bureaucrats explain the increase in this price with false factors.  But our newspaper’s investigation discovered the existence of several of causes for the rise in prices.  First of all, it is necessary to note that the price of the feed used for cattle is expensive.  On the other hand, an influential factor in the price of meat is that the cattle being raised in Azerbaijan are not beef cattle but an all-purpose breed.  However there are more than a few bureaucratic shortcomings in the rise in the price of meat.  Presently, [in order to get] a meat counter at the markets the unofficial payment has been increased.  At the same time there is also an influence on the increasing price of meat coming from raids on different butcher shops by health inspectors, police and tax inspectors. Preventing the collection of fees in this direction could have seriously influenced a decrease in the price of meat.  But I wonder why official agencies are not implementing appropriate measures?

Kənd təsərrüfatı üzrə ekspert Vahid Məhərrəmov da təsdiq etdi ki, ət satışı ilə məşğul olanlara tətbiq olunan qeyri-rəsmi ödənişlər, ayrı-ayrı məmurların aldıqları aylıqlar da ətin qiymətinə təsir edir. Ətin qiymətinin hazırkı mövsümdə qalxmasının məntiqdən uzaq olduğunu deyən V.Məhərrəmli vurğuladı ki, ətə tələbatın aşağı düşdüyü dönəmdə qiymətlər bir qayda olaraq aşağı düşməlidir: “Amma hazırda biz əks prosesi müşahidə edirik. Halbuki hazırda ətlik üçün bağlanan mal-qaranın sayı azalıb. Bu da sırf tələbatla bağlı olan prosesdir. Çünki hazırda ətə tələbat aşağı düşüb. Amma bütün il boyunca mal-qara üçün istifadə olunan yemin qiymətinin bahalaşmasına baxmayaraq, bu istiqamətdə heç bir tədbir görülmürdü. Bu da ətin qiymətinə təsir edən amildir. Ələxsus ətlik deyil, yalnız universal mal-qara cinsinin olduğu Azərbaycanda”.
V.Məhərrəmovun sözlərinə görə, ətlik mal-qara cinsindən fərqli olaraq universal mal-qara cinsinin kökəldilməsi uzun vaxt və məsrəf tələb edir. Məsələn ətlik mal-qara cinsində 1 kiloqram çəki artımı üçün bir gün tələb olunurdusa, universal cinsdə bu müddət 3-4 gündür. Azərbaycanın bu istiqamətdə qonşu Gürcüstan, hətta Ermənistandan geri qaldığını deyən V.Məhərrəmov əlavə etdi ki, bu ölkələrdə artıq ət satışı və istehsalı gəlirli biznes sahəsinə çevrilib.
Vahid Meherremov, an expert in rural economy also asserted that unofficial payments being applied to those involved in the selling of meat as well as different functionaries taking their salaries influences the price of meat.  V. Meherremli [sic], who says that the price increases in the current season are far from logical, stresses that as a rule, falling demand for meat should in turn decrease prices: “But currently we are observing the opposite process.  Presently the number of cattle for slaughter has decreased.  This is a process absolutely connected to demand.  Because currently demand for meat has fallen.  But even though over the length of the year the price of cattle feed has increased no measures have been taken  in this direction.  This is also an influential factor in the price of meat - not particularly for beef cattle but rather only for the all-purpose variety of cattle in Azerbaijan.”  According to V. Meherremov, unlike varieties of beef cattle, all-purpose cattle require more time and expense to fatten.  For example if one day is required to increase the weigh by one kilogram in beef cattle varieties, three or four days are required for all-purpose cattle.  V. Meherremov said that Azerbaijan lags behind neighboring Georgia and even Armenia in this direction and he added that in these countries the selling and production of meat has been turned into a profitable business.

Azad Istehlakçılar Birliyinin sədri Eyyub Hüseynov vurğuladı ki, ətin qiymətinin bahalaşmasına qeyri-rəsmi ödənişlərin həddindən artıq şişirdilməsinin təsiri var: “Bu, istehlakçıların hüquqlarının birbaşa pozulmasıdır. Rüşvət artırıldıqca ət satışı ilə məşğul olan sahibkarlar öz hüquqlarını qorumaq yerinə qiyməti bahalaşdırırlar. Istehlakçıların hüquqlarını məhz bu pozur. Dövlət məhz istehlakçıların pulları üzərində dayanır. Istehlakçıları istismar edən sistemə son qoyulmalıdır”.
The chairman of the Free Consumers’ Union, Eyyub Huseynov emphasized that unofficial payments have an inflationary influence on the rising price of meat: “This is an outright violation of consumers’ rights.  The more they are enriched by bribes, the owners involved in selling meat, instead of protecting their own rights, raise prices.  This violates the rights of consumers.  The government is ceasing to protect consumers’ money.  This system which exploits consumers must be ended.”

Translation of article on the destruction of Baku's shipyard for the Eurovision Contest - Eurovision üçün Bakı yeganəsinin sökülməsinə aid məqalənin tərcüməsi

This article was published on the website of Azadlıq, an opposition newspaper (not to be confused with the American-funded, ostensibly politically neutral azadliq.org). It deals with plans to tear down Baku's profitable shipyard to make way for a venue for the upcoming Eurovision song contest. Azerbaijan won the competition on May 15 and therefore will host the event in the upcoming year. This is not an isolated incident as much of Baku is under continual demolition and reconstruction. The parts of the translation which I am uncertain about are highlighted in blue.

Bugünlərdə Xəzər Dəniz Gəmiçiliyində olan Prezident Administrasiyası ictimai-siyasi şöbəsinin müdiri Əli Həsənov məlum göstərişin “Eurovision”la bağlı olduğunu və ölkənin birinci xanımı Mehriban Əliyevadan gəldiyini deyib. Ə.Həsənov bildirib ki, birinci ledi yüksəklikdən müşahidə apararaq tərsanənin mənzərəni korladığını deyib və həmin ərazinin üzərindən Bayraq meydanına qədər yol çəkilməsi barədə tapşırıq verib. The 50 or 60 year-old shipyard on the land of Caspian Sea Shipping is going to be sacrificed for Eurovision. The government has already directed the shipyard to be filled in with soil. In recent days, Ali Hasanov, the director of the public-political department in the Presidential Administration at Caspian Sea Shipping has said that the directives connected with “Eurovision” are clear and that they are coming from Mehriban Aliyeva, the country’s first lady. A. Hasanov has notified us that, the first lady has said that the shipyard spoils the view as observed from above and that she has set the task of extending the road from this location to Flag Square. The commander of Caspian Sea Shipping, Aydin Bashirov, though he opposes the judgment of this decision, is obliged to carry it out. It is possible to say that every year all of the countries surrounding the Caspian repair their ships at this exact shipyard. The factory takes in 50 to 60 thousand manats (63 to 76 thousand US dollars) for the repair of just one ship. In such a state, destroying the shipyard means a very serious financial loss for A. Bashirov.

If the problems with this were added up it would be a great sorrow. The demolition of the shipyard also means a much bigger loss for the country itself. According to what experts have said, if the shipyard is filled in with earth, it will be impossible to reconstruct it afterwards. Building a new shipyard requires resources of more than 3 billion manats.

Bu tərsanə sökülərsə, Azərbaycan gəmilərini təmir etdirmək üçün tərsanəsi olan başqa ölkəyə müraciət etməli olacaq. Başqa ölkədə isə təmirə Azərbaycanda olduğundan ən azı, iki dəfə artıq vəsait tələb olunur. Eyni zamanda keyfiyyət də Azərbaycanda olduğundan ən azı iki dəfə aşağıdır. If this shipyard is torn down, Azerbaijan will have to rely on another country’s shipyard for repairing its ships. However in another country they will require at least more than twice the amount than what is required in Azerbaijan. At the same time the quality will also be two times less than what it is in Azerbaijan. This 200 meter-long 20 meter-wide shipyard has been in operation since the Soviet period. During this period of time Azerbaijani experts have sufficiently professionalized ship repair.

Ən acınacaqlısı isə odur ki, hər bir ölkə “Eurovision”a bir çox başqa məqamlarla yanaşı böyük gəlir mənbəyi kimi də baxır. Azərbaycan isə heç yarışma başlamamış bir neçə milyardlıq itkiyə gedir.
However the saddest thing is that every other country sees “Eurovision” as a great source of revenue alongside a variety of other opportunities. Azerbaijan however is going to lose billions before the contest even starts.

Translation of article concerning religious freedom - Din azadlığına aid məqaləsinin tərcüməsi


This article was published a few days ago at azadliq.org.  It concerns the accusations made by a group of devout Muslim men in the Zaqatala region that the police forcibly shaved their beards when they attempted to renew their identity documents.  This is not the first time that similar accusations have been made in Zaqatala.  Translations I am uncertain about are highlighted in blue.

A group of residents from Yuxari Tala village in the Zaqatala region say that police forcibly shaved their beards.

Bu dindar insanlardan Allahyar Yusubov deyir ki, şəxsiyyət vəsiqəsi üçün gündəlik göründükləri kimi - saqqallı formada şəkil çəkdirməyə imkan vermirlər:
One of these devout people, Allahyar Yusubov says that he went in his everyday appearance but they would not allow his picture to be taken with a beard.

“We went to the Passport Registration and Migration Office in Baku.  We said that the situation is like this – that they won’t give them to us.  They said you are like this in your everyday lives so go and take your documents; they must give them to you.  We left and came back to the region.  We went to collect our documents.  They took us to the police station.  They were angry and said what is with your beards etc.  They took me to a canteen near the station, held my arms, and forcibly shaved my beard.”

A. Yusubov deyir ki, bu hadisələri əvvəlcədən ehtimal etdiyi üçün özünə vəkil tutmaq istəyib. Amma ona etibarnamə verməyiblər.
A. Yusubov says, given the probability of these events occurring, he had requested a lawyer.  But they would not give him authorization.

“They kept us at the police station for 8 hours.  Then they took me to a canteen where 6 or 7 people pounced on me.  I resisted but it did no good.  There are many wounds on my body.  They forcibly shaved my face.  After this they took my picture.  Kamandar Hasanov from the police station said you will be given your passports with shaven faces in the picture.”

They believe that without beards in their pictures their identity documents are illegitimate.

Complaints from devout sections have been heard before in connection with the behavior of the police in the Zaqatala region.
